Reporting
Basis
Any organization subject to, or choosing to follow, the U.S. EPA GHGRP reporting framework may voluntarily report through openGHGRP, free of charge, as reporting capability becomes available for the applicable subpart.
At launch, openGHGRP will support reporting under Subparts C and W. Additional subparts may be added as resources allow.
For reporting entities, all data must be submitted under the GHGRP Continuity Basis, which was developed by openGHGRP to preserve continuity with the U.S. EPA GHGRP. It consists of the GHGRP’s operational Reporting Year (RY) 2024 reporting framework together with the option for reporters to use any emissions estimating and calculating methods and source types finalized through EPA’s April and May 2024 GHGRP rulemakings.
openGHGRP reporters may choose to report consistent with:
(1) the GHGRP regulations that were in effect for RY 2024;
(2) the GHGRP estimating and calculating methods that were finalized for RY 2025 but have not yet been implemented by EPA; or
(3) a combination of the RY 2024 and RY 2025 GHGRP estimating and calculating methods, at each reporter’s discretion. Reporting will continue at facility level, as defined by the relevant GHGRP subpart, by source.
As reporting capability is developed for each subpart, openGHGRP will create standard reporting templates based on those that were published by EPA for RY 2024. Data previously designated by EPA as Confidential Business Information (CBI) will continue to be treated as confidential and protected using appropriate safeguards, while all other reported data will be made publicly available through dashboards and query tools substantially similar to those historically provided by EPA.
